Description

Subsidies from the republican budget of the Chuvash Republic for reimbursement of part of the costs to industrial enterprises for down (advance) payment when concluding equipment leasing agreement (agreements) with Russian leasing organizations.

Terms

• carrying out activities on the territory of the Chuvash Republic in accordance with its constituent documents;
• ensuring an increase in the volume of own-produced shipped goods, works and services performed with own resources (on an accrual basis) within three years per 1 million rubles of subsidies: in the reporting year in which the subsidy was granted, at least 0.495 million rubles; during the first year after the year of granting a subsidy, at least 2.950 million rubles; during the second year after the year of granting a subsidy, at least 5.414 million rubles;
• the level of the average salary of employees of an industrial enterprise for the last reporting period (year) preceding the date of filing an application for a subsidy should be not lower than the average salary in the Chuvash Republic for the type of economic activity «Manufacturing», which is the main activity for an industrial enterprise;
• creation of jobs (on an accrual basis) rounded off to the nearest whole number for three years per 1 million rubles of subsidies: in the reporting year in which the subsidy was granted, at least 0.06; during the first year after the year of granting the subsidy at least 0.17; during the second year after the year of granting the subsidy, at least 0.29;
• ensuring an increase in the amount of capital investment (on an accrual basis) within three years per 1 million rubles of subsidies: in the reporting year in which the subsidy was granted, at least 0.334 million rubles; during the first year after the year of granting a subsidy, at least 0.979 million rubles; during the second year after the year of granting a subsidy, at least 1.640 million rubles;
• performing by an industrial enterprise of activities related by type of economic activity to «Manufacturing», according to the All-Russian Classifier of Types of Economic Activities (except for the classes 10, 11, 12, 18, 19, groups 20.53, 20.59, 24.46, subgroups 20.14.1);
• conclusion with Russian leasing organizations of an agreement (s) for leasing equipment of home or foreign production;
• the equipment purchased under finance lease must be unused, of the current or previous year of manufacture and put into operation no later than the day the applicant submits the application documentation;
• the costs for the down (advance) payment when concluding an equipment leasing agreement (s) with Russian leasing organizations should be documented;
• actual availability of the equipment purchased under finance lease with the applicant;
• actual down (advance) payment under the leasing agreement;
• the equipment purchased on lease should be used during the useful life established by Decree of the Government of the Russian Federation of January 1, 2002 No. 1 «On the Classification of Fixed Assets Included in Depreciation Groups» for the corresponding depreciation group of fixed assets (for the second depreciation group - at least three years from the date of receipt of the subsidy);
• applicant is agree that the Ministry of Industry and Energy of the Chuvash Republic will check his compliance with the procedure and terms of a subsidy, including the results achieved with the subsidy, as well as that the state financial bodies will check compliance by the recipient of a subsidy with the procedure and terms of a subsidy in accordance with Articles 268.1 and 269.2 of the Budget Code of the Russian Federation.

Procedure

Sending the application form

Candidates for subsidies should select the appropriate service in the «Investor's Personal Cabinet», fill out and upload the required files.

Document check and taking a decision

Ministry of Industry and Energy of the Chuvash Republic checks the candidates for the compliance with the terms and requirements.

Signing of an agreement and contracts

A decision to provide a subsidy or to refuse in its provision is made, on the basis of the decision, a notification is sent to the applicant's personal account.
In case of a positive decision, an agreement, addendum to agreement, including supplementary agreement concerning the termination of the agreement (if necessary), is concluded between the Ministry of Industry and Energy of the Chuvash Republic and the recipient of the subsidy, indicating the contacts of the responsible department
