IPPA
Investment protection and promotion agreement (IPPA) is an agreement between business and the state, according to which the business undertakes to make investments within the framework of a project in the territory of the Russian Federation, and the state undertakes to ensure the stability of the legal regime for the implementation of such a project.
Support measures
- stabilization clause (guarantee that the investor's financial situation will not worsen);
- subsidies for the creation (construction), modernization and (or) reconstruction of the supporting and (or) related infrastructure facilities necessary for implementation of an investment project;
- subsidies for payment of interests on credits and loans, coupon profit on bond loans, attracted for the creation (construction), modernization and (or) reconstruction of the supporting and (or) related infrastructure facilities necessary for implementation of an investment project.
Project requirements
For regional IPPA
- Volume of own investments shall be at least 200 Mio rubles.
For federal IPPA
- For the projects in health care, education, culture, physical culture and sports: with the investments of more than 250 Mio rubles
- For the projects in digital economy, ecology, agriculture: with the investments of more than 500 Mio rubles
- For the projects in manufacturing: with the investments of more than 1 500 Mio rubles
- For the projects in other sectors: with the investments of more than 5 000 Mio rubles
