Financial support for the costs of a small and medium-sized business entity related to the implementation of a socially responsible project

Terms

• small and medium-sized business entities included in the social entrepreneur registry or which confirmed the status of social enterprise;
• applicant is registered and carries out activities in accordance with its constituent documents on the territory of the Chuvash Republic;
• applicant implements the project on the territory of the Chuvash Republic;
• applicant submits for competitive selection a project with a period of implementation of at least three years from the date of receipt of the grant funds;
• applicant co-finances the costs associated with the implementation of the project in the amount of at least 25% of the costs provided for its implementation;
• applicant is agree that the Ministry of Economic Development of Chuvashia will check his compliance with the procedure and terms of a grant, including the results achieved with the grant, as well as that the state financial bodies will check compliance by the applicant with the procedure and terms of a grant in accordance with Articles 2681 and 2692 of the Budget Code of the Russian Federation;

Procedure

Sending the application form

Application and documents shall be provided by the applicant in full to the Ministry of Economic Development of Chuvashia under a cover letter (two copies) signed by the head of the applicant - legal entity (together with the certified copy of the decision on the appointment or election of the head of the applicant - legal entity), or an individual entrepreneur (with an identity document of an individual entrepreneur), or a representative of a legal entity or an individual entrepreneur - also with a power of attorney to carry out actions, signed by the head of the legal entity or an individual entrepreneur and certified by the seal (if any) of the specified legal entity or individual entrepreneur, or with a notarized copy of such a power of attorney) to the address: Cheboksary, Presidentsky b-r, 10 from Monday to Friday from 08:00 to 17:00 (lunch break from 12:00 to 13:00), including by post.

Document check

The Ministry of Economic Development of Chuvashia within 15 calendar days from closing the application documentation:
­

• checks the applicants for the compliance with the terms and requirements specified in paragraphs 2.1 - 2.3 and 2.5 of the Grant Policy;
• checks the completeness and correctness of filling in the application documentation;
• checks the application documentation including for its reliability;
• based on the results of the check of the application documentation, prepares a conclusion on the completeness of the submitted application documentation, as well as on the results of the check;

Within three working days after the expiration of the period for consideration of the application documentation, decides on the admission of the applicant to participate in the competitive selection or on the refusal to admit the applicant to participate in the competitive selection

When deciding to refuse admission of an applicant to participate in the selection, the officer forms a list of applicants who are not allowed to participate in the selection, and sends the applicant (applicants) a notification to the personal account about the refusal in admittance of the applicant to participate in the selection, indicating the grounds for refusal and contacts of the responsible department.

When deciding to admit the applicant to participation in the selection, the officer includes the applicant's application in the list of applications, and forms a register of applications, taking into account the calendar order of receipt of application documentation, for consideration by the Commission.

Taking a decision

The meeting of the Commission shall be held no later than 25 calendar days from closing the application documentation.

Based on the protocol of the Ministry of Economic Development and Property Relations of the Chuvash Republic, makes a decision to provide a subsidy or to refuse to provide it.
When making a decision, the applicant who submitted the application documentation is informed about the decision made by the Commission by sending a notification of the decision made to the personal account of the applicant with receipt confirmed indicating the contacts of the responsible department.

The Commission considers the application documentation of applicants admitted to participate in the competitive selection, evaluates the activities of applicants and projects in accordance with the criteria for evaluating application documentation submitted for participation in the competitive selection of grant socially responsible projects, specified in Appendix No. 4 to the Grant Policy

Each member of the Commission evaluates the activities of applicants and projects in accordance with the criteria for evaluating application documentation, and determines the final grade for each project.

Based on the final project grades given by all members, the Commission determines the total score for each project, which is calculated as the arithmetic average of all the final project grades given to the project by each member of the Commission.

According to the results of the competitive selection, the Commission forms a rating of projects in descending order of the total score received, which is indicated in the minutes of the Commission meeting.

The total scores assigned to projects are rounded according to the rules of mathematical rounding of numbers to the second decimal. If the total score is 3.5 or more points, the Commission decides to provide a grant in the amount specified in the application, taking into account the provisions of paragraphs 4.1 and 4.2 of the Grant Policy.

The Commission makes a decision to provide a grant or to refuse in its provision.

Signing of an agreement

On the basis of the minutes of the Commission, the Ministry of Economic Development of Chuvashia within three business days from the date of signing of minutes, issues an order to provide a grant or to refuse in its provision.

The Ministry of Economic Development of Chuvashia, within five business days from the date of issue of the order, concludes an agreement with grant recipients in the state integrated information system for managing public finances "Electronic Budget" using an electronic digital signature.
